23rd Street Corridor Plan and Form-Based Code
Richmond, California
The Visioning and Form-Based Coding project for the 23rd Street Corridor is intended to create a pilot Form-Based Code for the City of Richmond’s commercial corridors. The project builds upon recent streetscape improvements and establishes regulations for buildings along the corridor. It focuses on the creation of neighborhood- and city-scale nodes through the infill of underutilized land and the enhancement of the vibrant local businesses, providing an appropriate transition from the commercial corridor to the surrounding residential neighborhoods. A 4-day community charrette refined the vision for the 23rd Street Corridor by inviting the opinions of local residents, business owners, elected officials, and other stakeholders.
The Form-Based Code provides the regulations in a user-friendly format that includes hand drawings, three-dimensional modeling, photographs, and other computer-generated graphics to ensure that the intent of the vision is not compromised during the implementation.
